What do you all think of this discussion: talossa.proboards.com/thread/8947/reunision?page=2 ? I think I might favour a stronger tie between geography and assignment. For example by letting moving permanently across provincial lines mean changing provinces as well. Or by giving people who are currently assigned to the "wrong" province geography the choice to change province permanently if they want to.

I support the idea of writing a bill to allow a citizen to change province (if he wants) if he moves to a different catchment area. And if he wasn't allowed to join his "natural" province due to citizen limit reached, he can (again, if he wants) move to his correct province. He should also be free to choose his province on his own if he can't be assigned to the province of his catchment area.
