Nobody seems to have any clue what is going on, and Txoteu doesn't seem to be around much, and so as Deputy Congress Leader, here is a schedule that fixes all of the issues with the previous one and that I think we should follow. Yes, some of the elections are concurrent, but that is basically our only option at this point:
Submissions and discussions of amendments to the manifesto & statutes (for consideration in the first round): 16-25 August
Vote on first round of Manifesto amendments: 23-26 August
Vote on first round of statutory amendments: 25-28 August
Submissions and discussions of amendments to the Manifesto & statutes (for consideration in the second round): 25 August - 2 September
Vote on second round of amendments to the Manifesto: 29 August - 1 September
Vote on second round of statutory amendments: 2-5 September
Leadership election: 2-5 September
Vote on final version of the Manifesto: 2-5 September
Appointment of a Party Whip: 6 September
Objections to presumptive Party Whip: 6-7 September
Vote on Cosa candidates and needed Senate endorsements: 7-11 September
Vote on motions: Whenever appropriate.
Last minute voting on motions, statute amendments, corrections, etc.: 11-14 September
Congress closing: 14 September

I think it's okay for a Deputy to act on behalf of the congress leader when the leader is needed but not present.

Have you tried contacting Txoteu on facebook? No, but I will do so now. He says that his first week of graduate school has made him very busy, but that he'll be around more often from now on.

Yes. I'm here and back. What a crazy weekend! Thanks to Mr. Plätschisch for reaching out to me. Between Grad School, a move and my Dad being stuck in Houston, the last week has been a like a continuing spiral into hell. That said, again, I am back and ready to move forward. I thank you all for your patience during this whole mess!

When are we voting on motions, since they can be voted on at any time?

I moved up the voting on the final manifesto so that it is approved before the MC voting takes place.

Following this schedule will not allow us to send mpf the candidate list before the tenth. What does everyone think about:
Appointment of a Party Whip: 5 September
Objections to presumptive Party Whip: 5-6 September
Vote on Cosa candidates and needed Senate endorsements: 6-9 September
With voting on 50-word statements occurring sometime during that time as well (I haven't had time to work on those yet).
