Proposed amendments to the Key Statute: (even though new clauses may be inserted, I still use old numbering for the clauses in my proposals. They are to be renumbered after all amendments are done). My clarifications are in italic.
1. Amend clause #4 to read: The official logo of the MRPT shall be the one described in a separate section of the Party Digest, titled "Section 3: Party Logo".
My intention here is to get rid of the Md- index system as outdated and irrelevant. It's an overkill, the Digest have sections now and it's a much more flexible system.
2. Amend clause #7 to read: Every Talossan can apply for membership in the MRPT. New members will be approved as soon as they have the support of at least 1/3 of Party Members. If within one week support for the application has not been given by 1/3 of the members, a Referendum will be held on the matter (See Part IV). If within one week more than 20% of the members have objected to the application, the application is terminated.
I think, if 20% of members don't want to see a certain person in the party, accepting such a person may result in unneeded internal tensions.
3. Amend clause #8 to read: Every Party Member can quit the party by simply and clearly stating his wish. Party membership is renounced once the Party Leader publicly announces and recognizes the citizen's wish to terminate the membership, which he will be obligued to do once aware of this wish, or if the member loses his Talossan citizenship or dies.
Just so that cesation of a person's membership was properly fixated and dated, and not lost dubiously in threads.
4. Add a new clause after the clause #16, that will read: A Provincial Party Leader is an optional office. It is the elected leader of the party in a given province (e. g. Provincial Party Leader in Benito). The Provincial Party Leaders are entitled to make decisions concerning the presence and partisan activity in a given province and approve Provincial Party Statutes. Those decisions need to be in accordance with the party policy and may be vetoed by the Party Leader. The Provincial Party Leader may be elected anytime by an Election or during the Congress. Only Party Members from a given province are entitled to vote in the Provincial Party Leader elections.
There is a whole Part VI on provincial leaders, and no mention of the office elsewhere. I think it's appropriate to clarify it in this section. Im' open to suggestions as to how to reword it more swiftly and thoroughly!
5. Amend clause #21 to read: Clauses 17-20 are only valid when there's no Party Congress underway. (See part V.)
This is more precise, because the period of time after the Congress end and the end of GE is inside the election period, but there's no more Congress to make decisions. Current #21 provides technically no way to make internal decisions during the GE at all.
6. Amend clause #25 to read: Congress dates and rules are determined by the Congress Regulations (see Section 5: Congress Regulations).
Another instance of the Md- outdated indexes to be repealed here.
7. Amend clause #26 to read: After the Congress until the end of the General Elections the Party Leader is allowed to make small changes to the manifesto and candidate lists and to make additional decisions on behalf of the party. The decisions made by the party Congress must be respected as much as possible.
Because the repealed part directly contradicted the clause #29.
8. Amend clause #31 to read: Both the Party Leader and the Party Whip are registered as party leaders for the Cosâ elections.
I think it's unneeded redundancy to refer to Cosa List leader, when a shorter term "Party Whip" can be used.
9. Amend clause #39 to read: Any MRPT member in a Type B or C province may propose provincial statutes. They can be approved by a 2/3rd majority of the MRPT members in that province.
Sentences end with full stops, not with slashes!
10. Overwrite clause #43 as follows: The Party Digest consists of sections. The mandatory sections are: Section 1: Introduction; Section 2: Key Statute; Section 3: Party Logo; Section 4: MC Regulations; Section 5: Congress Regulations. New sections may be added to the Digest using an appropriate decision-making procedure.
Clarifying the structure of the Party Digest without the Md-bureaucratic hell.
11. Overwrite clauase #44 as follows: The Party Archive is a document containing all historical information concerning the past Congresses and the relevant information concerning the most recent Congress. It consists of sections corresponding to each Congress, the more recent Congresses first. The Party Archive must include the following information on each Congress: Manifesto, MC list, motions, Senate endorsements, statements, speeches, and more, if needed.
It was my long time idea to make a neat Party Archive to survive the eons.
12. Amend clause #45 to read: The Party Secretary is the main editor of the Party Digest and the Party Archive and is responsible for their content. Old versions of the Party Digest can be stored for future reference. The Party Digest in it's latest version must be publicly available and downloadable, it's location kept known to those interested. Every version of Party Digest must contain a date of it's edition.
This one is obvious.
13. Add a clause after clause #47 that reads: Every Party Member is entitled to correct the typos, orthographical or punctuational mistakes and stylistic errors (such as capitalization of certain words) in the Party Digest or Party Archive (except for citations such as speeches). No word in the document can be added or deleted or otherwise change their meaning this way. No Referendum or Congress voting is needed for such changes to take place. A Member needs to share the corrected document with the Party Secretary or in case of his absence, with the Party Leader, along with description of the changes made. After approval the corrected version becomes active and must be published instead of the old one.
